Yue Xiuhu introduced that electricity price is an important part of enterprise production and operation, and it is a very effective lever to promote enterprise technology upgrading and resource allocation. In this Opinion, there are three measures concerning electricity price. The purpose is to make high energy-consuming and polluting enterprises pay higher costs and lower the price of green and environmental protection enterprises. As soon as electricity price rises or falls, an incentive and restraint mechanism will be formed, which can promote them to save energy, improve energy efficiency and support the environmental protection industry. One is to implement a stricter differentiated tariff policy for high energy-consuming industries. In recent years, the National Development and Reform Commission (NDRC) has implemented differential tariffs for seven high-energy-consuming industries, such as ferroalloy, calcium carbide and caustic soda, increased tariffs for limited and eliminated enterprises, and stepped tariffs for electrolytic aluminium, cement and iron and steel industries. The higher the energy consumption, the higher the tariff. From the implementation effect of these policies, it has played a more positive role in promoting technological progress and clean development of the industry. The Opinion empowers local governments to expand the industry scope of differentiated and ladder tariffs on the basis of implementing existing policies and according to their own needs. The second is to strengthen the implementation of peak and valley electricity prices. "Opinions" further strengthened the implementation of peak-valley tariff policy, so that local authorities can expand the implementation scope of peak-valley tariff policy in line with their own reality. On the other hand, we can determine and dynamically adjust the time interval, when is the peak and when is the valley, which can be determined by different places according to their own conditions. Peak and valley electricity price policy has created conditions for the development of energy storage industry and industry. Energy storage enterprises can make profits and achieve sound development by buying low-priced electricity at low prices and selling high-priced electricity at low prices. It is of great significance to improve the operation efficiency of the whole power system and reduce the operation cost of the power system.

Thirdly, it puts forward some new measures and supplements. Reduce the cost of electricity consumption and support the development of environmental protection industry, that is to say, we will reduce the cost of electricity consumption for these enterprises themselves. At present, sewage treatment and port power operation, seawater desalination implementation of large industry two-part tariff, now the average price is about 0.65 yuan/degree, of which capacity tariff is converted to 9 cents. In order to support the development of these enterprises and reduce their energy consumption costs, we propose to exempt related enterprises from capacity electricity charges by the end of 2025 and reduce their electricity consumption costs by about 14%, which is also a considerable effort.

Yue Xiuhu added that in 2014, the Development and Reform Commission introduced a price policy to support the development of new energy vehicles, that is, to exempt capacity charges for centralized charging facilities. In order to further support the promotion and application of new energy vehicles, the Opinion extended the policy to 2025.
